The Guild President now sits on the Board of the Pennsylvania State Fed AFL-CIO

“State Action” exemption to the Anti Trust Laws

The Guild Contributed to model legislative package relying on the “State Action” exemption to the Anti Trust Laws, which would allow physicians who are independent contractors to collectively bargain.

The Guild worked to create Health Policy Committees within the State Federation of AFL-CIO Unions.

The Guild Appeared at the NationalBlueCross, BlueShield Labor Forum in Washington DC. Representative

Representatives of the majority of AFL-CIO unions attended and the Guild was the sole representative of medical professionals.

National Blue Cross Blue Shield Labor Committee

The Guild established a forum at which to discuss the exclusion from panels with the National Blue Cross Blue Shield Labor Committee. 

The Guild Testified before the House Judiciary Committee in support of the “Campbell Bill”

The Guild Testified before the House Judiciary Committee in support of the “Campbell Bill” which would allow physicians who are independent contractors to collectively bargain. 

Union Labor Life Insurance Company Participation

Th eGuild enrolled Guild members as providers in the Union Labor Life Insurance Company 

 

The Guild enlisted AFL-CIO support for legislative and regulatory changes in member states.

The Guild supplied State AFL CIO Federation lobbying support in states where legislation threatened

 The Guild supplied State AFL AIO Federation lobbying support in states where legislation threatened members’ interests 

The Guild prepared presentations to National Association of Plan Administrators

 The Guild prepared presentations to National Association of Plan Administrators who service the union based healthcare plans. 

The Guild successfully negotiated postponing code changes

  

The Guild successfully negotiated with HCFA, in coordination with its National Association, postponing the implementation of code changes which would have been detrimental to Guild members.

The Guild presented to an organizing forum at the George Meany Center, in Washington D.C.

The Guild had the AFL-CIO cooperate in a presentation to the state's Department of Health

 The Guild had the AFL-CIO cooperate in a presentation to state's Department of Health on legislation which affected non-ERISA, HMO structure.

The Guild filed Amicus Brief in a suit against HCFA for retroactive application of coding denials

The Guild filed Amicus Brief in a suit against HCFA for retroactive application of coding denials, which was settled in Guild member’s favor. 

The Guild organized an informational picket at the home offices of a major HMO.

Presented testimony, as well as worked with Congressional staffs on HMO issues

The Guild, in two instances, presented testimony, as well as worked with Congressional staffs on HMO issues. 

The Guild successfully enlisted the aide of the State Fed AFL-CIO in requesting coverage changes

The Guild successfully enlisted the aide of the State Fed AFL-CIO in requesting coverage changes in a major Blue Shield plan. 

The Guild spoke before forums of state and national medical associations

The Guild spoke before forums of state and national medical associations presenting the economics driving managed care and manners in which these actions affected doctors  

The Guild appeared and spoke before the AMA Young Physicians Section.

 

The Guild appeared and spoke at the AMA sponsored panel

The Guild appeared and spoke at the AMA sponsored panel in the National Congress on the Future of Medical Practice Managed Care.

The Guild appeared and spoke at the AMA Mid- Winter Meeting in the Health Policy Conference.

 

The Guild drafted & presented two resolutions relating to healthcare at Quadrennial AFL Convention

 The Guild drafted and presented two resolutions relating to healthcare at the Quadrennial AFL CIO Constitutional Convention

  • Resolution 38 – Opposition to Capitation as a payment system – Adopted
  • Resolution 39 – Conformation of definitions in Title XVIII and Title XIX - Adopted
